He is all of time in the form of a small boy. It is said that if you could see time itself you would go mad, so he turns up in this non-threatening form.
He comes to help heal the rifts in time and those that are still displaced after the time zones are all closed.
There are concerns he is not who he says he is as terrible things start happening that he should be able to stop but cannot. Gore Paw confronts him about this while on the Moon.
